One attendees observations from
September 5th City Comprehensive Plan Meeting
Interesting meeting. Some observations:
1. They have not abandoned the outer arterial. One of their key objectives is “outer arterial ROW preservation”.
2. They have added an Interim Outer Loop. The north east quadrant is Hwy 50 along Jay Jay to 6450 to Lincoln (doesn’t currently go through to 6450) to (or turns into) Lasalle to 6800 Road to Hwy 550 – at least that’s what I recall, maybe Winston has a drawing of the “Synthesis Plan” (which is what they are now calling it) on their website.
3. They have a 3 tier plan for implementation. Tier 1 is the land within the current boundaries of the city. They plan to encourage development in Tier 1 – no cost to developers for extending infrastructure plus offer incentives, such as relaxed parking requirements, increased height, etc. Tier 2 is in fill of all the spaces in between the haphazard annexations, all targeted for annexation. Tier 2 would have some added cost to developers, with higher density encouraged, in order not to burden the City with extending infrastructure where it doesn’t currently exist. Tier 3 is us – everything out to the Urban Growth Boundary, which is the limits of the Outer Arterial. Any development, other than what is currently allowed, would have to pay all the City’s costs of eventually extending infrastructure (“all reasonably attributable public costs” and agree to annex and connect to city services if and when they are provided.
4. The last question they asked was whether the Comprehensive Plan should apply to only land annexed by the City or to all land within the Urban Growth Boundary (pursuant to an IGA or MOU with Montrose County) – the vote was 60/40 for only land annexed into the City.
