DMEA RESPONDS TO QUESTIONS - PHASE II

Thank you for your email.  A public mailing went out on Friday of last week with the same project flyer as posted on the DMEA web site.  I expect that you have already received it.  For the mail out,  it was necessary to make the map scale small enough to fit the entire project route on the flyer.  However, I am working w/ consultants to produce a much larger map w/ parcel boundaries.  Once available, it will be posted both in our lobby and on our web site.   
 
All potentially affected landowners, adjacent landowners, and those whom submitted comments during the last public comment period were included in the mailing.  Legal notices were also posted in local newspapers, and an ad will be taken out in the local newspaper as the workshop date approaches.  Notification was done according to agency and county requirements using available public records, and the postal service was used to remain fair and consistent with all landowners while undeliverable mail is returned to us for further landowner research. 

Please note that the flyer indicates several alternative routes refined after reviewing all comments from the March 21st public workshop, evaluating impacts and route feasibility, engineering, environmental & land use constraints, and working with the BLM Uncompahgre Field Office.  Following Phase 2 studies and additional public and agency input, DMEA and Tri-State will again consider a number of factors prior to identifying a proposed route for the Project. 
 
Concerning your question as to easement acquisition and cost, DMEA and TSGT are working hard to locate the Project so that it fulfills project needs and optimizes its benefits to our coop members while minimizing negative impacts.

"Nobody wants anything on their land that they don’t control and they have to put up with,” DMEA Engineering Manager Kent Davenport said.

 

“The beltway will be what it is — we don’t want to enable or disable it,” Davenport said.  The first route followed the city and county’s proposed beltway. Although it may have reduced the amount of overall right-of-way needed for the projects, the route was altered because of the public’s concern.

The workshop is scheduled Nov. 7 at Holiday Inn Express in Montrose from 4 p.m. to 8 p.m. Davenport explained to the DMEA Member Advisory Council on Wednesday that the workshop will include stations pertaining to relevant issues, allowing one-on-one communication between residents and DMEA staff.

Davenport said area energy use has “really mushroomed in the last five years” and that the project is necessary to provide stability, capacity and reliability to customers. If this is the final public meeting, the schedule provides for construction to begin by 2010.
